Strengths

The municipal cultural centres, called 'Community Centres” (chitalishte) are important promoters of culture in urban and rural areas. Municipal cultural centres enable the development of intellectual potential of people in culture at the local level in addition to tradition, nourished by the Bulgarian family. They promote the preservation of the customs and traditions of the Bulgarian people implementing social and educational activities in the locality where they carry out their activities and provide access to information Notwithstanding the scarcity of financial resources and outdated infrastructure, they continue to enable all people to come into contact with different types of contemporary culture and cultural heritage in different regions of the country.

Weaknesses

The scarcity of financial resources and outdated infrastructure are not given due consideration in the present instrument. Lack of adequate financial mechanism for the distribution of subsidies to ensure stimulation of working Community centres and limited incentives for creating new centres with objectives other than the provision of cultural services.
