The cultural value in this instrument means the languages, history and civilisation of others and of the civilisation which is common to all Contracting Parties.

Responsible

The Council of Europe - their job is to promote cooperation between all nations of all members, and all other European Stats, and to pursue a policy of common actions designed to safeguard and encourage the development of European culture.Governments, members of the Council of Europe - their job is to encourage the study by its own nationals of the languages, history and civilisation of the other Contracting Parties and grant facilities to those Parties to promote such studies in its territory, and endeavour to promote the study of its language or languages, history and civilisation in the territory of the other Contracting Parties.

Strengths

The Convention encourages the development of its national contribution to the common cultural heritage of Europe.

Weaknesses

The Convention is very general and does not define the details and selection criteria.
